Google Defends Bush?

This is not new: when you type in 'failure' or 'miserable failure' in Google, the first result would be the biography of the George W. Bush (the president of United States) from the official White House web site. Now, Google purchased an AdWords ads (which most of the time is displayed at the top blue box):
Is Google trying to defend Bush, or it is apologizing for its bug in its registered PageRank technology? Only Google knows ...
